JOB SUMMARY
This position participates in the operations and maintenance of the city water treatment plant and related infrastructure. An incumbent in this position may be designated “Water Treatment Plant Operator II” or “Water Treatment Plant Operator III.”
MAJOR DUTIES
- Monitors and performs periodic scheduled preventive maintenance on plant equipment and pumping station to ensure the maintenance of a high-level of operability.
- Introduces chemicals into the treatment process; monitors chemicals usage and chemical levels by performing laboratory tests on plant contact softeners, accelerators, and distribution system.
- Performs non-routine maintenance, troubleshooting, and repairs to ensure that equipment remains at a high-level of operating condition.
- Monitors computers, programmers, SCADA system, system levels, pressure readings, chemical feeders, motors, pumps, mixers, gauges, valves, and ventilation systems.
- Prepares daily reports of chemicals used, tests, and processes changes to ensure compliance with state and federal regulations.
- Performs daily inspections of equipment, buildings, grounds, booster stations, reservoirs, hatches, and transmission lines.
- Supervises and handles the loading and unloading of hazardous chemicals.
- Performs seasonal maintenance, cleaning, and janitorial duties; winterizes facilities and equipment.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of water treatment plant equipment, processes, and procedures.
- Knowledge of federal and state regulations relevant to the treatment and distribution of water.
- Knowledge of water treatment plant operations and maintenance.
- Knowledge of hazardous materials management principles.
- Knowledge of chemistry and biology.
- Knowledge of computers and job-related software programs.
- Skill in the operation and maintenance of a water treatment facility.
- Skill in ensuring compliance with complex regulations.
- Skill in the maintenance of plant facilities and grounds.
- Skill in interpersonal relations and in dealing with the public.
- Skill in oral and written communication.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a Class I water treatment certification.
- Possession of or ability to readily obtain a valid commercial driver’s license issued by the State of North Dakota for the type of vehicle or equipment operated.
Certification & Advancement Opportunities
- Operator II (Grade 13): Candidates who already hold an Operator II certification are eligible for starting pay at Grade 13. Candidates without this certification are eligible for promotion to Grade 13 upon successful completion of the Operator II certification.
- Operator III (Grade 14): Candidates who already hold an Operator IV certification are eligible for starting pay at Grade 14. Candidates without this certification are eligible for promotion to Grade 14 upon successful completion of the Operator IV certification.
Certification levels are based on a combination of education and experience. For full qualification details, please refer to Section 33.1-19-01 of the North Dakota Administrative Code.
