Position Details

Salary: Grade 17 - $21.84 to $31.88/hour (DOE)

Status: Full-time/Non-exempt.

Job Summary

  1. This position performs both highly specialized and general duty police work in the protection of life and property through the enforcement of laws and ordinances.
  2. Work involves responsibility for the protection of life and property, prevention of crime, investigation of crime, apprehension of criminals, direction of vehicular and pedestrian traffic, and the general enforcement of federal, state and municipal laws and ordinances.
  3. Work is performed in accordance with applicable statutory law, case law and department policy. Work involves an element of personal danger and, as most of the work is performed without the presence of a supervisor, employees must be able to make decisions and act independently without direct supervision.
  4. Employees must exercise discretion and professional judgment when making enforcement decisions, during use of force situations and in meeting emergencies.
  5. Assignments and special instructions are received from supervising officers, who review work methods and results through personal observations, inspections, reports and discussions.

Supervision Received: Works under general and direct supervision of a senior officer, sergeant or lieutenant.

Supervision Exercised: Officers may be directed by the Chief of Police or designee to act temporarily as a supervisor.  Officers may also be required to lead or instruct training for other department members.

Essential Functions

  1. Patrol Officer:
    • Proactively provides a wide variety of police services to the residents of Mandan in a concerted effort to prevent and enforce criminal and non-criminal violations; enforce laws and ordinances; solve identifiable problems in an attempt to preserve the peace, maintain order, and garner voluntary compliance with the law. 
    • Prioritizes calls for service and responds in a timely manner to complaints, disturbances, accidents, crime scenes, and/or other service requests. 
    • Determines the appropriate response, establishes rapport with all parties using sound verbal and mediation skills, and identifies community resources that may be beneficial to the parties to gain cooperation and/or prevent a violent and/or other serious situation from occurring or continuing. 
    • Continually monitors radio traffic to ensure adequate manpower coverage and availability to meet unexpected emergencies.
    • Analyzes a wide variety of situations (from minor parking problems/disputes to deadly force encounters).  Determines proper course of action, makes sound, and sometimes instantaneous decisions that affect citizen’s lives, property, and freedom, to ensure the safety of all involved. 
    • Executes arrest warrants and conducts the physical arrest of person(s), and in doing so uses force in accordance with law and policy. 
    • Restrains/detains intoxicated, violent, uncooperative, diseased, and/or mentally deranged persons (requiring both physical and emotional stamina) to affect an arrest, commit, and/or aid.
    • Performs self-initiated enforcement of traffic laws/ordinances in an effort to gain voluntary compliance to reduce the number of motor vehicle (MV) accidents, injury and property damage. 
    • Prepares thorough and detailed reports of investigation/research conducted and submits to supervisors for review and/or to other sections/agencies and/or prosecutors for review, disposition, and/or to secure search/arrest warrants. 
    • Conducts searches of persons and property in accordance with law and policy. 
    • Provides testimony at judicial proceedings and provides a detailed account of the incident.
  2. Community Relations:
    • Develop and maintain professional working relations with residents, business owners, school officials, and youth, to help identify illegal activity and develop solutions to problems.
    • Attend city and police organized events to promote crime prevention and community cooperation.
  3. Investigations:
    • Conducts detailed investigations of criminal activity, MV accidents, and/or criminal histories. 
    • Identifies causes and/or violations committed and takes the appropriate enforcement action as outlined by applicable jurisdictional law, case law, and in accordance with department policy and accreditation standards. 
    • Gathers physical, trace, and other (blood, semen, hair, etc.) evidence using the appropriate method.
    • Prepares field sketches and scale diagrams of crime/accident scenes.
    • Documents and secures evidence in accordance with policy to ensure its integrity for trial. Interviews witnesses and/or interrogates suspects. 
    • Analyzes facts and circumstances and makes decisions based on that analysis.
    • Uses specialized investigative practices and equipment along with surveillance techniques to aid in investigations.
    • Respond to emergencies and crimes in progress to prevent further injury and property damage.  Administers basic life support and first aid to the injured as necessary. 
    • Takes command of the crime scene. 
    • Performs traffic direction, crowd control, and/or special security, etc., to assure the integrity of the scene, and to establish and maintain public order and safety. 
    • Determines course of action and uses professional judgment, discretion, and restraint when making decisions.
  4. Crime Prevention:
    • Participates as a team member with the organization, community, schools, and social services to identify and prioritize problem areas. 
    • Assists in the development and implementation of programs or special assignments and provides recommendations on solutions.   
    • Provides advice and counsel to other officers, residents, and city employees on problem issues regarding violations of established law, traffic/engineering concerns, crime prevention, and/or public safety issues; to improve compliance, increase safety, and reduce nuisance complaints.
  5. Training:
    • Attends training and instructional courses to maintain and improve skills for carrying out the services of the department and to keep abreast of current legal environment, policy issues, case decisions, and/or accreditation standards affecting law enforcement practices.
    • Maintains professional demeanor and appearance in order to maintain adherence to professional standards.
    • Maintains the required training necessary to keep North Dakota P.O.S.T. certified.
    • Maintain firearm proficiency and driving skills as required by Century Code and agency policy.

Minimum Qualifications

  1. Knowledge and level of competency associated with a high school diploma
  2. Sufficient experience to understand the basic principles relevant to the major duties of the position.
  3. Possession or ability to obtain a ND driver’s license.
  4. Able to meet the requirements set forth by the ND Peace Officers Standards and Training (POST) Board. Preference will be given to those who are currently POST certified or licensed in ND or reciprocal state, or will be certified by date of hire.

  6. Up-to-date knowledge of law enforcement principles, procedures, techniques and equipment.
  7. Working knowledge of investigative equipment.
  8. Working knowledge of all types of investigation methods.
  9. The ability to engage in public speaking.
  10. The ability to effectively communicate in writing to include writing reports, memorandums, and other documents.
  11. The ability to remain calm and react appropriately to stressful situations in a constantly changing and dynamic environment.
  12. Ability to effectively operate a motor vehicle in all-weather/road conditions and during emergency and normal driving conditions.
  13. Ability to effectively perform first aid and CPR as trained.
  14. Working knowledge of computers, CAD, and software for word processing and checking/sending e-mail.
  15. Ability to physically defend yourself and others from harm/injury.
  16. Ability to process evidence correctly to withstand legal review and challenges.
  17. Ability and skill in interviewing and interrogation techniques.
  18. Ability to recognize the danger of hazardous materials, adverse weather/temperature, and diseased and/or otherwise harmful animals (domestic and wild).
  19. Ability to analyze problems logically and recommend effective solutions/alternatives.

Necessary Special Requirements

  1. Ability to work independently with little or no supervision.
  2. Ability to maintain a high standard of attention to detail.
  3. Ability to handle multiple tasks and prioritize tasks with a high degree of flexibility and responsiveness.
  4. Proficient skill and understanding of prisoner transport techniques, the dynamics of emergency driving, and officer safety techniques.
  5. Proficient skill in the use of:  firearms, pepper spray, electronic restraint devices, handcuffs, and pressure point control tactics.
  6. Must possess and maintain an active North Dakota Peace Officer License.
  7. Must successfully complete a Firearms Certification course as required.
  8. Must possess a valid North Dakota Driver’s License.
  9. Must have a 3-year criminal free record prior to application.
  10. Must meet the drug free policy of the City of Mandan.

Required Physical Activities

  1. Medium Work:  Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  2. Climbing:  Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs, and/or hands and arms.  Body agility is emphasized.  This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
  3. Balancing:  Maintaining body equilibrium to prevent falling when walking standing or crouching on narrow, slippery or erratically moving surfaces.  This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance or body equilibrium.

  7. Crawling:  Moving about on hands and knees or hands and feet.
  8. Reaching:  Extending hand(s) and arm(s) in any direction.
  9. Standing:  Particularly for sustained periods of time.
  10. Walking:  Moving about on foot to accomplish tasks, particularly for long distances.
  11. Pushing:  Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  12. Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
  13. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.  This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles.
  14. Fingering:  Picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.
  15. Grasping:  Applying pressure to an object with the fingers and palm.
  16. Feeling:  Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  17. Talking:  Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  18. Hearing: Perceiving the nature of sound with no more than a 40 db loss @ 500 Hz, 1,000 Hz and 2,000 Hz with or without correction.  Ability to receive detailed information through oral communication and to make fine discriminations in sound, such as when is making the fine adjustments on machined parts.
  19. Repetitive motions: Substantial movements (motions) of the wrists, hand and/or fingers.
  20. Visual: Color, depth perception, and field of vision

The conditions this position will be subject to include:

  1. Extreme cold: Temperatures below 32 degrees for periods of more than one hour.
  2. Extreme heat: Temperatures above 100 degrees for periods of more than one hour.
  3. Hazards:  Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals, human waste or other body fluids.

Specialized Positions

  1. In addition to working as patrol officer, this position will also be required to work as any of the following, when directed by a supervising officer, or as dictated by department policy: Investigator, Traffic officer, Crime Prevention Specialist, Community Relations Specialist, Youth Service Specialist, School Resource Officer, Warrants Officer or any other specialized duties, as needed.
  2. Officers may also have additional specialized duties pursuant to a special assignment or appointment as a member to any of the following positions: Certified L. E. Instructor, Chemical Test Operators, Field Training Officer (FTO), K-9 Handler, Hostage Negotiator, or any other specialized task assignments.
